Weapon: Blizzard Staff
Blizzard (Active) Calls forth 6/8/10/12 waves of ice to rain upon the area, dealing 35 damage over 3/4/5/6 seconds. Cooldown: 2 seconds Area of Effect: 300 Mana Cost increases with level. NOTE: Not channelling!
Summon Water Elemental (Active) Summons a Water Elemental. Water Elementals are permernant but drain 6/8/10/12 mana each second to sustain themselves. Cooldown decreases with level. Elementals get stronger with level.
Brillance Aura (Aura) Exactly as it is now.
Mass Teleport (Active) Exactly as it is now.
Playstyle Serves as a lane controller, that can spam Blizzard and Water Elementals (at great mana cost) to control a lane. Mass Teleport also grants the Archmage moblility to handle more than one lane at once.

This is exactly the same, except that you made water elemental suck, and blizzard to be really good.

I overdid it with the values on Water Elementals and Blizzard......
Note: Water Elemental's mana cost for summoning should be minimal, about 50 or so.

Ya. Considering blizzard, at level 4 (four levels, not five, btw) deals 250 damage over five seconds as a not channeling spell, that can down right kill an entire wave of creeps. Also given that a level 4 water elemental will drain 720 manna in a minute, the numbers need work. The elemental would have to be freaking awesome.

Don't forget that Archmage is an INT hero, who has the power of Brillance Aura to assist in spamming, which was why I thought having Perm Elementals who drained mana per second in order to sustain themselves as reasonable for her.
Hm, perhaps I should keep the damage for Blizzard at a constant, but increase waves per second and total waves...?

Yes, he/she is an int hero, but will still only have, like, 1.2 k mana tops. Not sure what you meant by constant. Mass TP also isn't very useful in a map with hearth stones. The only real benefit is pushing. Kind of a let down, for an ult.

Yes, it is Magician, I made a mistake.
It was, essentially, Archmage anyway.
Mass Teleport would have a lower and lower CD, making it more "worth it" than Hearthstone. Maybe even a lower Casting Time!

Meh. I think some sort of manna shield would be better. Particularly since you have an active drain, it would make mana use more interesting.

Don't forget about teleporting Massive number of Elementals to other lanes ._.
That's another reason why I decided to keep Mass Teleport.

Heartstone also targets allies. Found out about it with beast master. If they're close enough, they tp too. Also, this hero most likely wouldn't be able to sustain more than two or three elementals at once, particularly at level 4.

You can't target units with Hearthstone tho =/.

True. I still don't think thats ult material tho. Maybe you should swap blizzard and mass tp. Make mass tp a normal, and blizzard get better.
